With another year starting and appraisers still having a difficult time generating business, many are wondering where all the work is and how to get their hands on some of it. Statistics are showing that the real estate market is getting busier, but more and more appraisers are going out of business.
The answer, of course, is the through the appraisal management companies. More work than ever is being handled through these companies, and those appraisers who aren't plugged in to this income stream are missing out.
Appraisers who never had a large workload before the recession hit are finding themselves with more work than they can handle through the management companies. What is their one piece of advice for new appraisers signing up with the AMC's?
Sign up with as many as possible. There is plenty of work to go around, but you need to get into the action. Don't put all your eggs in one basket, or you will be disappointed.

AMC Appraisal Orders - Accept or Decline?

As appraisers, we have all heard experiences other appraisers have had with AMC appraisal orders. We have heard personally through friends or especially through forums, where appraisers are bashing the appraisal management companies for fraud, misrepresentation, integrity issues, and, especially, greed.

So this leads to the question, should we accept or decline AMC appraisal orders?

Reasons to Decline...
As mentioned above, there are many appraisal management companies that have questionable ethics. They are asking appraisers to accept a job where they are making only 50% commission, they have only 24 hours to complete the job, or they are asking you to reach a number. Some of them want you to sign contracts with indemnity clauses that would put all responsibility on the appraiser, including paying all legal fees for the appraisal management company.
The larger banks realize that they have a huge influence, just by the great numbers of loans that they produce. And unfortunately, there are many appraisers who will meet their demands.

Reasons to Accept...
While there are many appraisal management companies that have some serious issues, there are also hundreds of AMC's that treat appraisers with the respect that they deserve. I know this from personal experience, as I have been an appraiser for over 10 years. AMC appraisal orders from these companies offer a decent fee split, usually only taking about 10%. They have a fair turn time of 2-3 days, and they let you do your job.

While I see the reasons not to accept AMC appraisals from unethical appraisal management companies, of greater importance to me is providing for my family. I can choose not to use the major AMC's and only choose the companies that fall within my guidelines.

My Rule of Thumb...
I accept all AMC appraisal orders. As soon as I notice that they are doing something I disagree with (sometimes it is during the sign-up process!), I scratch them from my list. I have more than enough work through the other AMC's I deal with and personal orders through my website. I don't have to accept everything that comes my way.

Appraisal Management Company Registration

Governor Schwarzenegger signed Senate Bill 237 into law on October 11, 2009, mandating the registration of Appraisal Management Companies (AMCs). Effective January 1, 2010, no person or entity shall act in the capacity of an AMC without first obtaining a certificate of registration from the Office of Real Estate Appraisers.

New FHA Rules Effective January 1, 2010

Ok, so this is a bit off topic, but a great site that I found. I had a speeding ticket awhile back and decided to go to court because someone told me that if you just show up, they knock down the fees to almost nothing. Did it work? You bet!
Anyway, I found this book that shows you how to have the ticket dismissed competely every time! Anyway, just wanted to share the book with you. Hope you don't ever get a ticket, but if you do, it is a great help. BTW, if you live in California, it tells you how to get the ticket dismissed without even showing up for court.

What's with the "value trending" appraisal form?

For those of you who may not know what that is, it is the new form that must be submitted with the appraisal report. Along with traditional sales comps, appraisers must now provide a "trending analysis". The new form includes the following information:

Comparison of sales price and listing price which is shown as a percentage
Months of housing supply
Days on the market
Sales activity compared to overall sales
Seller concessions
Number of sales of foreclosed properties

So, what do most appraisers think about the new form. Easy. Most hate it because it takes more time for each appraisal and they aren't getting paid for it. Hmmmm...what's next?

New Amendment to H.R. 3126

On October 21st, 2009, Congressmen Gary Miller, Travis Childers and Don Manzullo presented an amendment to H.R. 3126, Consumer Financial Protection Agency Act of 2009. The amendment mandates within 60 days of enactment FNMA; a promulgation of new regulatory appraisal independence requirements and it once again allows Originators (Bankers and Brokers alike) to order appraisals. It goes on to further stipulate that HVCC will no longer shall no longer have force or effect. This petition was presented to the House Financial Services Committee as supporting evidence of the harm HVCC is causing consumers and the housing recovery. The amendment was voted on and passed the committee; now on its way to the House of Representatives for final vote. If passed it will go then to the Senate for final resolution.

H.R. 3044 still waiting for vote

Real estate groups around the country continue to push H.R. 3044, a bill that would put an 18 month hold on the HVCC. It has currently been referred to the House Financial Services Committee and is still waiting for a vote.
Unfortunately, the vote may come too late as more appraisers are forced to shut their doors.
